The committee members passed the relevant decision, having discussed implementation of the round table discussion recommendations: "Reality and Perspectives of the Poverty Alleviation in Ukraine."
The People's Deputies discussed the reports of the Ministry of Social Policy and other central executive bodies on implementation of the recommendations. The parliamentarians drew attention to the increase of citizen's income in 2010. In comparison with 2009, it totaled 23,1%.
However, the People's Deputies stressed that nearly one fourth of the population is below the poverty line, while poverty rate totals 13%.
The committee emphasized that in the years 2009-2010, the governmental decisions in budget sphere liquidated the tariff system and failed to reach the goals of the Unified Wage Rate Scale.
The Government failed to listen to the recommendations of the round table discussion as to the system of social housing welfare to the vulnerable population groups.
In the result of the discussion, the committee concluded that work of the Cabinet of Ministers regarding this issue is unsatisfactory. The committee recommends the Government to provide timely full implementation of tasks set by the Decree of the President of Ukraine, and facilitate social-economic reforms (system of wages, pension insurance, social welfare, medical aid) by means of a wide public discussion and social dialogue.
The committee members also recommend the government to submit the bill on adoption of the National Program of Poverty Overcoming by 2015 to the parliament by June 15, 2011, and bring forward the bills on adoption of the National Program "Social Housing" and on amendments to the Law "On Employment of Population" in new versions by September 15, 2011.
The Cabinet of Ministers shall facilitate drafting and submission of the following bills: on compulsory state social medical insurance; on ratification of the International Labour Organization Convention concerning the Protection of Workers' Claims in the event of the Insolvency of their Employer (part III) No173.
